Draft minutes of the April 29, 2026 SPIL Committee meeting (11:02 AM - about 12:10 PM, hybrid), chaired by Patrick Gartside with Philip Ana, Letty Zuno, Roxanne Untalan Bolden, and Executive Director Amanda Lowe. The committee reviewed ACL requirements for SPIL amendments (substantive changes require public comment; technical ones do not) and discussed possible amendments without final action: Resource Plan adjustments reflecting increased activity (staff hiring, NCIL conference travel, community events), a proposed staff position to oversee a Youth Leadership Forum and Employment First, and rewording Indicators 1.4.2 and 1.4.3 to create a referral path to the CILs and county-level (rather than zip-code) resource reporting. Discussion stressed defining "underserved" beyond geography - veterans, people with TBI, immigrants, people experiencing homelessness, and language/cultural communities - and coordinating with the CILs on a proposed emergency preparedness committee. The joint SPIL/CIL meeting-frequency change (Indicator 2.2.1) and the public comment process were carried forward to a May 6 meeting, with action items assigned for sharing referral forms, PPRs, and the draft emergency preparedness charter.
