Chair Gartside presented a draft FY 2027 budget model: projected income of $108,615 ($101,615 in I&E funding plus investment income and credit card cash back) against initial expenses of about $174,000 - including moving the Executive Director to full time at roughly $108,000 with healthcare - later reduced to about $165,000 by scaling conference travel back to two people at two conferences (about $16,000 total travel). The committee agreed to pursue a substantive SPIL amendment asking the DSE to raise FY 2027 I&E funding from $101,615 to about $151,615, which requires CIL director agreement and public forums with 30-day notice. Members also discussed an RFP-based model for allocating the $270,713 Part B pool, the data needed to support the amendment and the next SPIL (community needs assessment, surveys, and facilitated stakeholder sessions), and a recommendation that the Council approve moving $150,000 of its roughly $204,000 balance into an interest-bearing account, with cautions raised about withdrawal terms and the optics of investing reserves while requesting additional funds.
